Conduct face-to-face Key Informant Interviews (KIIs) with 12 key partners, including eleven District of Education Officers, and one Provincial of Education Officer. The consultant will attend an orientation on program implementation and evaluation. They will develop KII tools aligned with Thematic Areas

• Implementation Fidelity and Stakeholder Perspectives, Sustainability and scalability; and relevant study questions, ensuring language consent is included. Draft KII tools in both English and Khmer will be shared for feedback and revised accordingly. The consultant will provide training on KII tools to their data collection team, develop a data collection schedule and quality management plan, and conduct KIIs with assigned partners. This includes producing transcriptions of individual KIIs in English, preparing and submitting a data analysis plan, conducting data analysis, and preparing a first draft report to be presented to the RtR-Kh management team. A final report in English will be submitted, and regular communication will be maintained with Room to Read RM&E staff to report observations or issues.
