• The purpose of this assessment is to generate evidence and facilitate dialogue on how historic and current debt influences Cambodia’s socio-economic development and to identify pathways for debt solutions that promote economic justice, resilience, and sustainable development.
• The assessment shall cover: Historic debt and debt-related policy developments affecting Cambodia; Current public debt and external borrowing trends; Household debt, including formal and informal lending; Socio-economic implications of debt at national and community levels; Impacts on women, youth, farmers, indigenous peoples, workers, migrants, and vulnerable households; Existing policy and institutional frameworks; International good practices and lessons relevant to Cambodia; Recommendations and potential actions toward sustainable debt solutions.

The consultant or consulting team should demonstrate: Advanced degree in economics, public finance, development studies, public policy, social sciences, or a related field; At least 7–10 years of experience conducting policy research, socio-economic assessments, or debt-related studies; Strong knowledge of Cambodia’s economic, financial, and development context; Demonstrated experience in mixed-methods research and stakeholder consultations; Experience working with government institutions, development partners, financial institutions, and civil society organizations; Excellent analytical, facilitation, and report-writing skills in English.
