About the role

The consultant will provide technical and coordination support to the Ministry of Health and WHO to facilitate the finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector.
The consultancy will focus on supporting the integration of rehabilitation and disability inclusion within primary health care and broader health system reforms, strengthening equitable access to health services for individuals with disabilities, and enhancing the availability and use of data and evidence to inform policy implementation and monitoring.
The consultant will work across health sector stakeholders to promote effective coordination, support the incorporation of rehabilitation and disability considerations into health financing, service delivery and social protection reforms, and strengthen health information systems to better monitor access to services and rehabilitation outcomes for individuals with disabilities.
This will include supporting the development of disability-inclusive indicators, reporting mechanisms, interoperability arrangements and analytical products aligned with Cambodia's digital health transformation agenda and broader efforts to improve continuity of care for people with disabilities.
Output 1: Support finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector Deliverable 1.1: Support the Ministry of Health, in coordination with relevant stakeholders, in the finalization and implementation, monitoring and periodic review of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector.
Deliverable 1.2: Provide technical input.
