About the role

Develop a Recommendations Report on financial tools for collective property maintenance and rehabilitation, available to co-owners of collective buildings built before 1979.
The report will include an analysis of existing financial tools, products and mechanisms for housing rehabilitation; a landscape analysis of stakeholders in banking regulation, commercial banking, micro-finance, real estate, and construction; a benchmark of financial tools in Southeast Asia supporting the rehabilitation of existing co-owned buildings; and one to two scenarios illustrating the implications of financial tool choices for the project’s three pilot buildings.
Recommendations will address the legal status of co-owners’ building committees to allow access to relevant financial tools.

Requirements

Master Degree in the field of banking, finance and economic studies.
At least 10 years of professional experience in the field of inclusive finance and/or housing finance and/or real estate in Cambodia.
Experience working with the Cambodian public administration; experience related to the exploration and development of financial tools in emerging fields are highly appreciated.
An interest in preserving collective buildings of Phnom Penh is desirable.
