The Recruitment Manager is responsible for leading and managing the Bank’s talent acquisition strategy to ensure timely hiring of high-quality talent aligned with Phillip Bank’s growth and force planning. The role oversees end-to-end recruitment, employer branding, talent pipeline development, and recruitment governance, while also driving the Bank’s Young Talent Program to build a sustainable future talent pipeline. Key Responsibilities
- Develop and implement recruitment strategies aligned with the Bank’s strategy, growth objectives, and manpower planning.
- Partner closely with leaders, department heads, and branch managers to understand force requirements and hiring priorities.
- Plan, manage, and monitor annual recruitment budget, hiring targets, and recruitment efficiency metrics.
- Analyze hiring trends, turnover patterns, and manpower gaps to recommend proactive recruitment solutions.
- Lead end-to-end recruitment process, including manpower requisition, sourcing, screening, interviewing, selection, offer management, pre-employment checks, and onboarding.
- Ensure timely and quality hiring for Head Office, Branch Net, Sales Force, Operations, and critical leadership positions.
- Build and maintain strong talent pipelines for key and hard-to-fill positions.
- Strengthen employer branding initiatives to position Phillip Bank as an employer of choice in Cambodia.
- Manage and optimize recruitment channels, including LinkedIn, job portals, employee referral programs, universities, recruitment agencies, and social media platforms.
- Build and maintain strong partnerships with universities, educational institutions, and professional associations to support talent acquisition needs.
- Design, implement, and manage Young Talent Programs, including Management Trainee, Internship, Graduate Trainee, and Campus Recruitment initiatives.
- Develop talent pipeline strategies to attract and retain high-potential graduates and early-career professionals.
- Collaborate with leaders to structure development pathways, rotations, mentoring, and succession pipeline for young talents.
- Monitor program effectiveness, participant performance, retention, and career progression.
- Ensure recruitment activities comply with internal policies, labor law, and governance requirements.
- Oversee reference checks, background verification, home visits, criminal background checks, and document verification prior to onboarding.
- Maintain accurate recruitment records, candidate database, recruitment reports, and documentation.
- Partner closely with hiring managers to ensure quality hiring decisions and positive candidate experience.
- Provide recruitment advisory, salary benchmarking, and talent insights to management.
- Support force planning discussions and organization growth initiatives from talent acquisition perspective.
- Lead, coach, and develop the recruitment team to achieve recruitment targets and service excellence.
