About the role

The consultant will conduct a project evaluation with the aim of assessing the project's outcomes, relevance, efficiency, sustainability, and impact.
This will include examining the changes experienced by beneficiaries and the community.
The evaluation will provide evidence and recommendations for improving the design and implementation of future projects.
Specific tasks include: Analyzing the extent of achievement of project outputs and indicators against the original plan.
Reviewing the effectiveness of project implementation, including the management of resources and timelines.
Assessing the level of participation and ownership of the local community in project outcomes.
Identifying key obstacles, challenges, and success factors in implementation.
Providing policy and technical recommendations for ensuring the sustainability of project results after its completion.

Requirements

The consultant or independent consulting firm will evaluate the results, efficiency, outcomes, sustainability, and impact of the COMDEKS-4 project implementation against the goals and indicators set in the Project Document.
The evaluation will also capture lessons learned and best practices for improving the planning and implementation of similar projects in the future.
Scope of Work: Desk Review: Review project documents, action plans, progress reports, and any amendments.
Review project implementation documents, reports, and materials related to project activities.
Field Data Collection: Visit the two target communities (Teuk Chhup Khnar Pou Khnar Community Forest and Prey Kbal Tuek Community Forest & Ecotourism) to observe and verify the actual results of infrastructure construction and forest protection activities.
Interview community leaders, forest protection committee members, community members (including women and youth), and representatives from the Forestry Administration and Wildlife.
Organize focus group discussions (FGDs) with direct project beneficiaries.
Interview HURREDO project staff and representatives from UNDP/SGP (if necessary).
Data Analysis and Reporting: Analyze quantitative and qualitative data against the project's Logical Framework indicators.
Prepare a draft evaluation report in the standard format of UNDP/SGP.
Present the initial findings to HURREDO and community representatives to gather feedback before finalizing the report.
