Under Output 3, ESC is preparing a City-Wide Inclusive Sanitation plan for Senmonorom with the Provincial Administration and the Municipality, for endorsement in the fourth quarter of 2026.
An independent international expert will review the draft plan under a companion assignment.
That review is desk-based, and a desk reviewer cannot establish what is actually on the ground in Mondulkiri: whether the land at the proposed treatment sites is owned by anyone identifiable, where sludge in fact ends up, which areas flood, and what the municipality and the provincial administration will and will not support.
Nor can an international expert work in Khmer with communities and local authorities.
This assignment provides that evidence, and supports the municipal stakeholder consultation workshop that ESC will hold in Senmonorom at the same time.
It is deliberately timed so that one journey serves both purposes.

The mission note produced under Work Package 2 is a formal input to the international review.
The two consultants hold one joint online briefing, arranged by ESC, before the mission and one after it.
The consultant here does not review the plan and is not asked to form a judgement on its technical quality.

Budget The maximum budget is USD 3,200, all-inclusive.
The financial offer must itemise professional fees as days multiplied by the daily rate, domestic travel to and from Mondulkiri, accommodation and subsistence, and any other costs.
Subsistence must be quoted at or below BMZ rates and evidenced by receipts, accommodation invoices and a daily travel report.
Costs of the consultation workshop itself — venue, participant transport, catering — are borne by ESC under a separate budget line and are not part of this offer.
Eligibility Essential Degree in sanitary or environmental engineering, urban planning, geography or a related field.
At least five years of professional experience in water and sanitation, urban planning or infrastructure in Cambodia.
Fluent Khmer and working English, sufficient to conduct meetings in Khmer and report in English.
Demonstrated experience working with Cambodian provincial and municipal administrations, including on land, planning or infrastructure matters.
Demonstrated experience facilitating or documenting community consultations or focus group discussions, with attention to the participation of women and disadvantaged groups.
Ability and willingness to travel to Mondulkiri and to spend at least three working days on site.
