About the role

  • Review of key project documents and existing Outcome Harvesting data from Cambodia and the regional component.
  • Co-creation of harmonized qualitative questionnaires and tools.
  • Conduct qualitative data collection (4 FGDs, including Farmer Group, Community-based-organization, Street Vendor, and Plantation Worker, and 10 KIIs in Cambodia).
  • Conduct of 4 individual interviews with regional partners and relevant regional actors.
  • Validate selected outcomes with relevant stakeholders.
  • Analyse and triangulate findings from multiple sources.
  • Facilitate a multi‑stakeholder national workshop bringing together Oxfam, partners, consultants, and, where appropriate, other key stakeholders (e.g., local authorities, strategic partner organisations, community leaders).
  • Participate in a regional sensemaking workshop organised in November 2026 in Siem Reap, Cambodia, gathering all regional and national partners from 3 countries to present preliminary findings and results (outcomes + field data + triangulation).
  • Develop a final country evaluation report integrating triangulation results, results from sensemaking workshops, and recommendations.
  • Develop CLV meta-analysis (15-20 pages) integrating the evaluation of the regional component and the cross-cutting analysis of the three national evaluations (Cambodia, Laos, Vietnam).

Requirements

  • Proven experience in programme evaluation, preferably with Outcome Harvesting or similar participatory and qualitative approaches.
  • Strong facilitation and communication skills, with the ability to tailor complex concepts to audiences with limited prior knowledge.
  • Experience in regional or multi-country evaluations.
  • Proven capacity in comparative analysis and synthesis.
  • Demonstrated high awareness working in a multi-cultural environment.
  • Experience with the integration of a gender lens in facilitation.
  • Knowledge of Cambodia’s social protection systems and political contexts will be considered an asset.
  • Demonstrated knowledge of social protection, just transition, and climate change, and experience working in the Asia Pacific or similar contexts.
  • Fluency in local language.
  • Excellent English writing skills.
