- The primary objective of this sub-grant is to support the seven ICs to complete the remaining steps of the ICLT process and, where feasible within the project period, obtain and receive their ICLT certificates.
- The project will also document practical experiences, challenges, and lessons from the ICLT process to identify legal, procedural, administrative, and institutional barriers and develop recommendations that can contribute to improving ICLT policies, procedures, and implementation.
- The selected NGO will closely with the ICs and their existing governance structures and ensure that the communities are meaningfully informed, consulted, and involved in decisions and actions concerning their communal land.
- Support the seven ICs during the remaining ICLT procedures, including the public display of ICLT land plots.

- Demonstrated experience implementing ICLT, particularly in Rattankiri province, with close relationship with the 7 ICs listed above is preferable, and close relationship on ICLT s with the Government at national level and sub-national level.
- Experience ing directly with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) at the provincial level on ICLT initiatives.
- Experience partnering with international NGOs (INGOs) on IC land titling and land governance initiatives.
- Experience integrating gender equality and social inclusion (GESI) considerations into land titling programs.
- Familiarity with Free, Prior, and Informed Consent (FPIC) principles and public consultation processes.
- Ability to document implementation experience and translate lessons from community-level into practical legal, polic Supporting staffing information, including the roles and responsibilities of each team member.
