  • BTDC-ID: 41330 CLOSING DATE: 13-Sep-2026 Expected Outputs Consultancy: End-of-Project Evaluation Strengthening CSOs to Take Action on Economic Governance Contact Details OFFICE ADDRESS Legacy Business Center Building, 5th Floor, Mao Tse Toung Boulevard, Sangkat Tuol Tumpung Ti Pir, Khan Chamkar Mon, Phnom Penh, Cambodia CONTACT NAME Action Aid International Cambodia EMAIL TO: [email protected] WEBSITE www.actionaid.org/cambodia Announcement Description ActionAid Cambodia (AAC), Open Development Cambodia (ODC), the Cambodia Center for Human Rights (CCHR), and the NGO Forum on Cambodia (NGOF), and provided grand to the third party organization namely Mlubprumvihearthor (MPC), Children and Women Development Center in Cambodia (CWDCC), and Cambodia National Resource Love Organisation (CNRO) have implemented the three-year European Union-funded project “Strengthening CSOs to Take Action on Economic Governance (SCAEG)”.
  • The intervention was designed to maximize civil society action in the governance of economic development across Cambodia's coastal strip to achieve greater accountability, transparency, and inclusive participation in local and national decision-making.
  • The project directly targets and benefits approximately: 46,920 fisherfolk 170 community representatives 34 community fisheries (CFi) in Koh Kong, Preah Sihanouk, Kampot, and Kep 150 citizen journalists 470,000 people through digital mobilization and reach SCAEG focused heavily on building an enabling environment for action by civil society networks, particularly fishery communities, with an emphasis on cultivating women and youth leaders.
  • The core methodology leveraged inclusive and creative platforms to promote constructive political dialogue with key decision-makers and private-actor sectors on economic governance.
  • The project’s approaches are evidence-based documentation, capacity building, advocacy, stakeholder engagement, public awareness and promotion of Responsible Business Conduct (RBC) in coastal investments.
  • The project documentation specifically identifies activities related to evidence-based documentation and production of case studies and advocacy videos on RBC, including the practical use of relevant policies and laws such as Environmental Impact Assessment (EIA) procedures and complaint-handling/grievance pathways.
  • Expected Outputs Consultancy: End-of-Project Evaluation Strengthening CSOs to Take Action on Economic Governance CAREER CATEGORY: Consultancies LOCATION: Koh Kong Province, Preah Sihanouk Province, Kampot Province, Kep Province SUMMARY Project Overall Objective: To strengthen the capacity of NGO staff and coastal community groups (community committee, youth, citizen journalists, women’s groups) to engage constructively in evidence-based documentation and produce three evidence-based video case studies for a policy advocacy on coastal economic governance issues and responsible business conduct in Cambodia’s coastal provinces (Kep, Kampot, Preah Sihanouk, Koh Kong).
  • Funding By: European Union (EU) Evaluation Purpose and Objectives : The overall purpose of the end-of-project evaluation is to provide an independent and evidence-based assessment of the SCAEG project’s implementation, achievements, outcomes, the relevance, effectiveness, efficiency, impact, sustainability, coherence of the project and to generate practical recommendations for future programming and policy advocacy.
  • The evaluation should assess not only whether planned activities and outputs were delivered, but also whether and how the project contributed to changes in the capacity, practices, relationships, participation and influence of CSOs and coastal communities in economic governance.
  • The evaluation should also identify what worked, what did not work, why changes occurred, and what lessons can be applied to future interventions on coastal governance, responsible business conduct, community rights and inclusive economic development.

  • Eligibility The evaluation team must demonstrate practical grounding in feminist Monitoring, Evaluation, Accountability, and Learning (MEAL), with a sophisticated understanding of natural resource governance and rights-based advocacy.
  • Academic Qualification: Master’s degree in International Development, Environmental Science, Social Sciences, Human Rights, disaster and climate change or a closely related field for the lead evaluators.
  • Core Experience: Minimum 5–7 years of proven experience evaluating governance, climate justice, coastal natural resources, or community-led advocacy projects in Southeast Asia (Cambodia context required).
  • Analytical Expertise: Demonstrated capacity to apply a structural Power Lens (visible, hidden, invisible power), intersectional feminist methodologies, and outcomes harvesting.
  • Multimedia & Digital Literacy: Experience assessing large-scale digital mobilization metrics and producing communication knowledge product.
