About the role

This evaluation will measure the proficiency of students in early grades and the final grades of primary education, providing crucial endline data to inform future program improvements.
The evaluation supports UWS Cambodia’s commitment to tracking the objectives: To conduct standardized EGRA and EGMA assessments for Grades 2 and 3, and a learning assessment for Grade 5, in alignment with national assessment standards and methodologies.
To generate official endline data on foundational literacy and numeracy that will serve as core indicators within the UWS Cambodia.
To support evidence-based decision-making by ensuring assessment findings are available to inform program planning, implementation adjustments, and long-term impact measurement.
Specific Objectives: To assess student learning outcomes in literacy and numeracy among primary school students in Grades 2, 3, and 5.
To examine the relationship between student learning outcomes and key education quality factors, including teaching quality, school leadership, and community engagement, and determine the extent to which these factors are associated with students achieving the minimum proficiency level in literacy and numeracy.
To identify the key education quality factors that significantly influence student learning outcomes in literacy and numeracy using appropriate statistical analyses.
To generate evidence-based recommendations to strengthen teaching quality, school leadership, community engagement, and overall education quality, with the aim of improving student learning outcomes in literacy and numeracy.

Requirements

PhD or master’s degree in education, Social Sciences, Development Studies, or a related field.
At least 5 years of experience in education evaluations in Cambodia.
Demonstrated experience with quantitative and qualitative research methods.
