The Finance Officer is responsible for maintaining effective financial management systems and ensuring compliance with ICS-SP policies, donor requirements, and Cambodian regulations. The position oversees accounting transactions, financial reporting, payroll administration, cash and bank management, donor fund tracking, budgeting support, and financial controls.
- Maintain accurate and timely accounting records in QuickBooks, including payment vouchers, receipt vouchers, journal entries, payroll transactions, donor income, and expenditure coding, ensuring all transactions are supported by proper documentation.
- Manage day-to-day financial operations, including petty cash, bank transactions, monthly bank reconciliations, cash counts, staff benefits, payroll processing, tax deductions, and financial record keeping.
- Monitor project and organizational budgets, prepare budget-versus-actual reports, track donor funds, and provide financial analysis and expenditure updates to support management decision-making.
- Prepare monthly, quarterly, and annual financial reports for management, donors, and government authorities, including submissions to the Ministry of Interior (MoI), Ministry of Economy and Finance (MEF), Accounting and Auditing Regulator (ACAR), and General Department of Taxation (GDT) in compliance with statutory and donor requirements.
- Ensure compliance with ICS-SP financial policies, donor regulations, Cambodian accounting and tax laws, maintain fixed asset records, support internal and external audits, and follow up on implementation of audit recommendations.
- Strengthen financial management systems and internal controls, maintain secure backups of financial records, provide financial guidance to staff, and undertake other finance-related duties as assigned by the Executive Director.
