However, adoption of circular policies and practices in the sector remains very limited and a weak e-waste management infrastructure result in growing volumes of e-waste being handled predominantly by an informal sector using environmentally unsound methods. Such practices lead to increased emissions of persistent organic pollutants (POPs), including unintentionally produced POPs (UPOPs), polybrominated diphenyl ethers (PDBEs), as well as mercury and other toxic substances. This project aims to improve resource circularity and reduce the release of hazardous chemicals and wastes in the electronics value chain by addressing transformation levers (policy, infrastructure, innovation and learning, and multistakeholder dialogues) delivering results that national-level plans, policies, and incentive mechanisms for the circular electronics value chain; innovative and resource efficient products; markets to support innovation and behavior changes towards increased longevity; mechanisms to maximize reuse, repair, and material recycling; removal of hazardous waste streams in the electronics sector; knowledge management platform; and coordination and linkages among the relevant stakeholders. The project will deliver multiple global environmental benefits (GEBs), including the reduction of greenhouse gas emissions (27,237 tons) and chemicals of global concern and their waste (2.7 tons of POPs and 0.3 kg of mercury removed or disposed, 20,411 tons of POPs/mercury-containing materials and products directly avoided) and POPs to air (1.7 gTEQ reduced). Other expected results include improved public health, a strengthened informal sector, and enhanced livelihoods.   • Company Post Level: Company/Firm/Institution Report to: National Project Director and National Project Manager Duration: 6 months The PMU is seeking to contract a qualified company, NGO, or institution to develop a standard and systematic e-waste inventory in Cambodia, and to map material flows with GIS and flow modelling tools and identify leakage. Specific tasks include: Develop an integrated data management system that will provide information on the e-waste value chain. Develop an e-waste inventory and database in partnership with the relevant private sector and enforcement agencies Map and analyze stakeholders along the value chain, including women and men in informal waste management, women’s CSOs, and national gender machinery. Review national and international e waste inventory practices using a gender and social inclusion lens to identify gaps and opportunities for gender-responsive and socially inclusive e-waste practices, including data on mobile EEE (phones, tablets, laptops, and desktop computers, second-hand products, Hg-containing batteries, and POPs, mercury, and other toxic chemicals found in e-waste) . Provide spatial and quantitative insights into the movement of electronic products and related waste streams. Use Geographic Information Systems (GIS) and flow modeling tools to track electronics—from import and distribution to use, reuse, and disposal—highlighting hotspots of informal handling, environmental leakage, and inefficient resource recovery. Inform national or city-level circular economy strategies by pinpointing areas for policy, infrastructure, and capacity-building interventions that can enhance resource efficiency, reduce toxic exposure, and support environmentally friendly e-waste management. Cambodia’s EEE sector is rapidly growing, but limited circular practices and weak e-waste management are increasing environmental and public health risks from POPs, mercury, and other hazardous substances. The project promotes a circular electronics value chain by strengthening policies, innovation, resource efficiency, reuse, repair, recycling, and stakeholder collaboration while reducing hazardous waste and chemicals. The project will reduce greenhouse gas emissions and hazardous chemicals while improving public health, strengthening the informal sector, and enhancing livelihoods. The project is organized around four components as follows: 1. Enabling policies on circular economy for electronics; 2. Cleaner production and sustainable consumption and use; 3.
