The CSO4G is a three-year project (Jan 2024 – Dec 2026), funded by European Union (EU) Through Heifer Netherland, and implemented in Cambodia. This evaluation will be conducted during year 3, at the end of the project life cycle. These Terms of Reference outline the project background, evaluation purpose and objectives, scope of work, methodology expectations, deliverables, timeframe, required qualifications, and proposal submission guidance for interested consultants. Contract Type and Payment Heifer International Cambodia anticipates awarding a lumpsum (fixed price) contract for this assignment. Payments will be made based on the submission and approval of agreed deliverables, in accordance with a payment schedule defined in the contract. All payments will be processed within five business days following Heifer’s written approval of each deliverable.
