The CSO4G is a three-year project (Jan 2024 – Dec 2026), funded by European Union (EU) Through Heifer Netherland, and implemented in Cambodia. This evaluation will be conducted during year 3, at the end of the project life cycle. These Terms of Reference outline the project background, evaluation purpose and objectives, scope of work, methodology expectations, deliverables, timeframe, required qualifications, and proposal submission guidance for interested consultants. Contract Type and Payment Heifer International Cambodia anticipates awarding a lumpsum (fixed price) contract for this assignment. Payments will be made based on the submission and approval of agreed deliverables, in accordance with a payment schedule defined in the contract. All payments will be processed within five business days following Heifer’s written approval of each deliverable.   • Week3 of Dec 2026) Evaluation Purpose and Objectives The purpose of the End Project Evaluation is to independently assess the performance, achievements, and results of the Civil Society Organisations for Good Governance and Green Growth in Cambodia (CSO4G) project against its Overall Objective, Specific Objective, expected results, and Theory of Change. The evaluation will generate credible evidence on the project's relevance, coherence, effectiveness, efficiency, impact, and sustainability, while identifying key lessons learned and practical recommendations to inform decision-making on the design, scaling, and future implementation of similar interventions. Specific Objectives of the Evaluation Assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the CSO4G project against its intended objectives and expected results. Evaluate the extent to which the project's Theory of Change and intervention strategies contributed to strengthening smallholder farmers' business capacities, social capital, and resilience. Assess the project's contribution to improving the Agricultural Cooperatives’ governance, business performance, and service delivery and advocate for smallholder farmers’ right at sub-national level. Evaluate the effectiveness of the project's support in strengthening advocacy, representation, and institutional capacity of SEUAC to influence policies and promote an enabling environment for smallholder farmers at the national level. Identify good practices, lessons learned, challenges, and unintended outcomes to inform the new design, scaling, and sustainability of future interventions. Evaluate the collaboration within the consortium Eligibility Nationality Can be national and international consultant(s) or Firm Education A postgraduate degree (Master or PhD degree) in agriculture or agribusiness development, livestock, economic development, or business management, development study social science or relevant field. Experience and Competencies Demonstrated expertise in evaluation design, OECD-DAC evaluation criteria, and Theory of Change verification. Extensive experience in international development, agricultural economics, rural development, agricultural cooperative development and civil society empowerment. Strong technical understanding of inclusive agricultural value chains, inclusive market development, and private sector engagement in Cambodia. Proven track record in meeting European Commission (EC) or major international donor evaluation standards and reporting requirements. Advanced skills in quantitative and qualitative data management, analysis, and synthesis. Excellent command of written and spoken English with a track record of producing high-quality evaluation reports.
