About the role

The Child Safeguarding Officer is responsible for supporting the effective implementation of child and youth safeguarding across all SOS Children’s Village Phnom Penh, and partner activities.
The role focuses on prevention, staff and caregiver capacity building, safeguarding compliance, and support to incident management processes.
The position works closely with program, HR, education, and village teams to ensure safeguarding policies, codes of conduct, and reporting mechanisms are understood and consistently applied.
The Child Safeguarding Officer collaborates with child protection service providers for counseling, psychosocial support, medical care, or legal referral services.
They also engage with community leaders and protection structures to support prevention, awareness, and safe community-based referral pathways.
Coordination with local health centers and service providers ensures safeguarding responses involving children and families.
They partner with NGOs and community-based organizations for joint activities and alignment on safeguarding standards.

Requirements

Qualifications: Bachelor's Degree in social work, psychology, education, law, human rights, or a related field.
History: Child protection, safeguarding, or social services, preferably within NGOs for 3 to 5 years as a minimum.
Skills & Knowledge: General & Technical Skills: Practical experience supporting safeguarding systems, training, or case management processes.
Good understanding of Cambodia’s child protection system and relevant legal frames.
Strong coordination and communication skills in Khmer and English.
Soft Skills: Strong understanding of child safeguarding principles and ethical practice.
Ability to handle sensitive information with confidentiality and professionalism.
Practical facilitation and training skills.
Clear documentation and reporting skills.
Ability to calmly and effectively manage challenging situations.
