About the role

  • The Technical Services & Construction Manager will lead the procurement and appointment of all technical consultants required for hospitality and mixed-use development projects.
  • The role will be responsible for preparing Requests for Proposal (RFPs), managing consultant tenders, evaluating submissions, leading commercial negotiations, and supporting the Owner's Representative throughout project delivery.
  • The successful candidate will provide technical guidance from project inception through design development and construction, ensuring consultant performance, design quality, cost efficiency, and alignment with owner objectives and international hotel brand requirements.
  • Responsibilities and Duties: Consultant Procurement & Tender Management: Develop and manage RFP documentation for all technical consultants.
  • Define project scope, deliverables, evaluation criteria, and commercial requirements.
  • Manage the complete consultant tender process from invitation through appointment.
  • Evaluate technical and commercial proposals.
  • Lead contract negotiations and consultant appointments.
  • Consultant Coordination: Manage the appointment and coordination of Project Management Consultant (PMC), Local Architect, Quantity Surveyor / Cost Consultant, MEP Consultant, Structural Consultant, Conservation / Heritage Consultant (where applicable), Interior Designer, Landscape Consultant, Specialist Engineering Consultants, and Other technical advisors as required.
  • Project Advisory: Act as technical advisor to the Owner's Representative.
  • Review consultant deliverables throughout design and construction.
  • Monitor design quality, s, costs, and technical compliance.
  • Identify project risks and recommend mitigation measures.
  • Coordinate technical decisions among consultants and stakeholders.
  • Support value engineering initiatives without compromising project quality.
  • Hotel Design & Brand Coordination: Liaise with international hotel operators regarding design standards and technical requirements.
  • Coordinate design reviews and approvals with brand representatives.
  • Ensure compliance with brand technical standards, design guidelines, and operational requirements.
  • Support projects involving brands such as Accor (Raffles) and Marriott.
  • Construction Support: Review construction documentation.
  • Support contractor technical clarifications.
  • Participate in major design and construction meetings.
  • Review change requests and technical variations.
  • Assist in project close-out and handover.

Requirements

  • Qualifications: Bachelor's degree in Architecture, Civil Engineering, Construction Management, or related discipline.
  • Master's degree preferred.
  • Professional registration is advantageous.
  • Experience: 12–18 years of experience in construction, project management, or technical services.
  • Strong experience in consultant procurement and tender management.
  • Experience managing multidisciplinary consultant teams.
  • Experience with high-end hospitality, mixed-use, or luxury development projects.
  • Experience ing with international hotel operators is highly desirable.
  • Familiarity with FIDIC or similar international contracts.
  • Experience across Southeast Asia is preferred.
