Our core themes are safe migration, increasing the income of vulnerable people, and building the resilience of communities to climate variability and change. Caritas Switzerland perceives quality education as a powerful tool for combating poverty, social exclusion and inequalities. The Safe Migration Cambodia (SaMiCa II, p_250019) project, led by Caritas Switzerland (CACH) and in partnership with Damnok Toek (DT) and the National Committee for Counter Trafficking (NCCT), aims to reduce the societal and economic costs associated with harmful migration and child trafficking, which have devastating consequences for future generations through a comprehensive approach involving prevention, protection, and reintegration services. The project operates in two border regions: Poipet & Ou Chrov (Banteay Meanchey province) and Kamrieng, Phnom Prek, and Sampovloun districts (Battambang province). In this current phase, the project integrates the Graduation Approach to support vulnerable households

Announcement Positions Project Manager WORKPLACE CIRCUMSTANCES ENVIRONMENT: Office LANGUAGES: English, Khmer LOCATION: Battambang Province POSITION CIRCUMSTANCES CAREER CATEGORY: Community Development, Social Work, Law, Exec. / Management SCHEDULE: Full-time SALARY: Negotiable POSITION SUMMARY Purpose of this position: The Project Manager Safe Migration Cambodia leads the overall implementation of the SaMiCa II with timely and high-quality delivery of project results in accordance with approved project documents, country office regulations and donor requirements. The Project Manager is overside both self-implementation and partner (Damnok Teuk and NCCT) with clear planning, strategic implementation, monitoring and on time reporting. Coordination/collaboration with relevant stakeholders and NGOs for project level intervention smoothly and quality is the key focus. Location: Kamrieng field office, Battambang Province Work Quota: 100% [full time] Line Management and Team: The job holder is subordinate to the Director of Operations. The job holder supervises direct 3 Programme Officers and indirect 4 Project Officers and focal communication person with project partners and relevant stakeholders. DUTIES & RESPONSIBILITIES: High Quality Project Cycle Management (40%) Project Planning: Plan, organize and conduct annual and mid-term AOPs that align with the context, the approved project documents and internal and donor regulations. Project implementation: Lead and oversee project implementation, ensuring timely delivery, strategic alignment, and high-quality outcomes through the effective use of project management tools and best practices. Define on time strategy and solution to address challenges and /or context changes. Staff management: Ensure project teams have the capacity, capability, and confidence to effectively fulfill their roles and responsibilities. Conduct annual performance appraisals and set objectives that align with project performance. Financial Management: Plan, manage and monitor project budget. Track project expenses, ensuring cost-effectiveness and accountability for qualitative and quantitative results. MEAL: Oversee the development and implementation of the MEAL plan, including progress monitoring. Lead periodic reviews for improvement, and implement adjustments to ensure project output, outcomes and overall objectives are achieved. Reporting: Coordinate and manage the timely development and submission of high-quality project reports Provide strategic direction and guidance to project teams and partners to ensure reporting is consistent, accurate, evidence-based, and aligned with project results and expenditures. Migration Technical Strengthening and Up to Date (30%) Thematic Focal Point: Support CACH to maintain and further develop a high-quality thematic migration programme and expertise in applying the Graduation approach, that aligns with government and donor strategies and policies. Lead in aspects of “migration” throughout Caritas’ Cambodia Programme. Projects technical: Strengthening and update project implementation’s strategy, approach and coordination to project team and partner as appropriate for the context and in line with the Cambodia frameworks. Exchange and representation: Represent CACH at sub- national levels
