The proposed project is designed (1) to build the foundation for improved water security in Cambodia and increase agricultural productivity in selected river basins and (2) to provide an immediate and effective response in case of an eligible crisis or emergency. The proposed CaWSIP consists of three interconnected technical components, a Project Management Component, and a Contingent Emergency Response Component (CERC). Totally, the projects comprise of five components :(1) Improve Water Resources Planning and Institutions; (2) Improve and sustain water service delivery for irrigation and domestic use; (3) Support services to increase climate resilience in irrigated agriculture;(4) Project management, coordination, and monitoring and evaluation; and (5) Contingent Emergency Response Component (CERC). The project will be implemented over a period of six years. Institutional arrangements for implementation will follow the Government’s institutional structure, with the Ministry of Water Resources and Meteorology (MOWRAM) functions as the executing agency (EA) and Implementing Agency (IA), and the Ministry of Agriculture, Forestry and Fisheries (MAFF) functions as implementing agencies (IA) for the Component 3. The EA and IAs will establish implementation project team(s) with experts and expertise from direct and relevant technical, administrative, environmental and social safeguards, procurement and finance units. The strategic direction and guidance for the management and operation of the project will be provided by a high-level Project Steering Committee, chaired by MOWRAM.   • Civil, Advisor / Individual Consultant SCHEDULE: Full-time SALARY: N/A POSITION SUMMARY Duty Station: Ministry of Agriculture, Forestry and Fisheries, Project Implementation Unit (MAFF-PIU), Phnom Penh, Cambodia Section/Unit: MAFF-PIU Supervisor: MAFF-PIU, Project Manager and Project Director of CaWSIP Assignment Duration: 18 Months (Deliverable Outputs) Objective of the Assignment The objective of the National Civil Engineering Consultant is to provide technical support in the civil engineering planning and design of agriculture-related infrastructure, including works, net houses, collection centers, and associated facilities. The consultant will be responsible for conducting site inspections and preliminary surveys to assess site conditions, spatial requirements, and engineering constraints, and for preparing conceptual, schematic, and detailed civil engineering designs that include structural drawings, material specifications, and construction details. In fulfilling these tasks, the consultant will coordinate closely with engineers, quantity surveyors, landscape architects, equipment suppliers, and other technical specialists to ensure that the designs are integrated, functional, and cost-effective. Furthermore, the consultant will provide technical inputs during procurement, construction supervision, and design review processes, thereby ensuring that all outputs meet project standards and contribute to the successful implementation of the Cambodia Water Security Improvement Project. The consultant is expected to work in close cooperation with the MAFF‑PMU2 technical team, national consultants, sub‑national counterparts, and relevant officials from the executing and implementing agencies. The National Civil Engineering Consultant will be based in the MAFF‑PIU, Ministry of Agriculture, Forestry and Fisheries (MAFF).
