Assist the program officer to process of hiring a consultant to develop a new training curriculum on critical and analytical skills training course.
Work with program and/or project staff and head of the program to develop activity and budget plans.
Develop and review training curriculums, templates, and other activities with project staff and the head of the program.
Organize and facilitate trainings/workshops and the field practice for trained youth in the critical and analytical skills and Democratic Governance and Active Citizenship courses.
Mobilize youth to attend the trainings/workshops and other activities of the project.
Cooperate with M&E staff to monitor and evaluate the implementation of the project activities.
Develop the content and facilitate online and radio talk shows.
Write training/activity reports in English.
Handle procurement activities, issue Purchase Orders (POs) and follow up with suppliers to ensure timely delivery.
Ensure goods and services meet required specifications and quality standards, and prepare or verify Goods Received Notes (GRNs).
Negotiate prices, delivery terms, and payment conditions to achieve best value for money.
Prepare and manage contracts, frame agreements, and service agreements.
Monitor supplier performance and address any issues related to quality, delivery delays, or non-compliance.
Maintain complete, accurate, and well-organized procurement files and records.
Verify delivery notes, invoices, and supporting documentation for accuracy and completeness.
Support internal and external audits by providing procurement documentation, explanations, and reports as required.
Monitor procurement expenditures against approved budgets.
Ensure supplier invoices comply with Cambodian tax regulations, including TIN, VAT, and proper supporting documentation.
Liaise closely with the Finance team to facilitate invoice verification and timely payment processing.

Bachelor's Degree in a related field such as Psychology, Sociology, Philosophy, Education, Development, Economics, Environment, or Administration.
Minimum of 2 years of experience working with NGOs as a full-time staff or volunteer.
Good at writing and speaking both English and Khmer.
Good team player, highly motivated to work directly with university youth.
Excellent communication and critical thinking skills.
Willingness to question and change one's own ideas and habits.
Good interpersonal skills: communication, problem-solving, facilitation skills, time and task management with high morale.
