About the role

Develop a Recommendations Report on financial tools for collective property maintenance and rehabilitation, available to co-owners of collective buildings built before 1979.
The report will include an analysis of existing financial tools, products, and mechanisms for housing rehabilitation.
It will also feature a landscape analysis of stakeholders in banking regulation, commercial banking, micro-finance, and real estate/construction, assessing their understanding, capacity, bottlenecks, and constraints.
A benchmark of existing financial tools in South-East Asia supporting the rehabilitation of existing co-owned buildings will be conducted.
Additionally, one to two scenarios will illustrate the implications of chosen financial tools for the rehabilitation of the project’s three pilot buildings.
Recommendations will address the legal status of co-owners’ building committees to allow access to relevant financial tools.
The project team will ensure access to all relevant information on pilot buildings and support access to key stakeholders, liaising with PPCA and facilitating meetings.

Requirements

Seeking expertise (individual or company) for the general mission to develop a Recommendations Report on financial tools for collective property maintenance and rehabilitation.
The consultant is expected to be available for both online and in-person meetings, as well as present findings, recommendations, and scenarios to donors and project contributors (two to three meetings).
