About the role

The Ministry of Rural Development (MRD), the Executing Agency for the project, invites qualified and experienced individual national consultants to submit expressions of interest (EOI) for the position of National Communication Specialist (CS-03) (MRD-CS-03).
The duration of the contract will be 40 Months, with annual contract extensions subject to satisfactory performance and project requirements.

Requirements

Bachelor's Degree in Communications, media, public relations, social sciences, or a related field.
Master's Degree is preferred.
Professional experience in communications, preferably in the WASH or development sector, including experience in Cambodia and/or other countries in Southeast Asia for 5 years as a minimum.
Experience in WASH communication, behaviour change communication (BCC), community engagement, and rural outreach in Cambodia will be highly desirable.
The candidate must demonstrate strong skills in writing, editing, and producing communication materials in both Khmer and English, as well as proven capacity-building, facilitation, and report-writing skills.
