• Invitation for qualified and experienced construction companies or contractors to submit bids in a competitive manner and at market prices for the construction of a rice storage warehouse and rice drying yard.
• The construction work is scheduled to commence from July to September 2026, implemented according to the technical specifications, blueprints, and price quotations detailed in Annex A.
• Contractors may submit proposals for additional improvements based on their technical capabilities if they find the defined technical conditions to be insufficient or improvable.
• Contractors must carry out all work in accordance with the conditions and terms specified in Annex B (Construction Contract Form).

Companies or contractors must have the capability and experience to participate in the bidding process. Submission Requirements: Bids must be submitted in sealed envelopes and in US Dollars, following the instructions and conditions outlined below. Guidelines for Submission:

• Price quotations must be submitted in a sealed envelope.
• Documents must be submitted in person at WCS office provided in the contact information.
• Late bids or applications will not be accepted.
• Bids must remain valid for at least 30 days after the closing date.

- Bids submitted via email or electronic documents will not be accepted. Instructions to Bidders: Bidders must comply with the following conditions:

- Transportation Conditions: Clearly state:

• Delivery deadline (e.g., within X days after contract signing).

- Delivery location: Thnal Keng Village, Pongro Commune, Tang Kouk District, Kampong Thom Province. Prices:

• All prices must be submitted in US Dollars.

- Prices must include all applicable taxes, transportation costs, and other expenses. Payment Terms:

- Payment will be made by WCS within 30 days after complete delivery, inspection, and acceptance of each work or item. Quotation Form: Quotations must:

• Be signed, stamped, and dated.
• Contain sufficient information.

- Comply with the attached technical specifications. Legal Documents to Attach (Valid Copies):

• Business Registration Certificate.
• Patent Tax Certificate.
• VAT Certificate.

- Letter of Authorization from relevant manufacturing companies (if applicable). Quality Warranty Conditions: Suppliers must provide:

• Warranty from the manufacturer (at least 1 year unless otherwise specified in the technical specifications).
• Information on after-sales service.
